Russian President Vladimir Putin on Saturday, September 24, signed a decree “On granting a deferment from conscription for military mobilization service. The document grants respite to some students. It is published on the Kremlin website.

The decree came into force from the date of signing. It applies to legal relations that arose from September 21, 2022. 

Which of the students is given a deferment?

According to the decree, a deferment from military service for partial mobilization should be granted to students which are:

1. are trained in full-time or part-time forms of education;

2. on educational programs of secondary vocational and higher education with state accreditation;

3. in state educational organizations, in scientific organizations;

4. receive the appropriate level of education for the first time.

All four conditions must be met to receive a deferment.

Is there a delay for part-time students?

Part-time students can be called to military service for partial mobilization by decision of the draft commission, according to the Telegram channel “Explaining the Russian Federation”.

What if the student is studying at a private university?

Based on the presidential decree, students of private Russian universities can be called up as part of a partial mobilization. However, the Ministry of Education and Science of the Russian Federation is holding consultations on this issue with the higher leadership, TASS was told on Sunday on the ministry's hotline.

Does the department of — budget or paid?

It does not matter which department the student is studying in: paid or budgetary, according to the website “Explaining RF”. If all four criteria specified above are met, then students for partial mobilization will not be called up.

Are students of secondary vocational schools subject to mobilization?

Students of secondary vocational schools are not subject to partial mobilization, since they during training, they provide a deferment from military service on conscription, according to the “Explaining the Russian Federation” portal.

What about graduate students?

Citizens undergoing postgraduate professional education (graduate students) are among the students. They are entitled to a deferment if all the criteria listed in the presidential decree are met.
